森林资源资产评估的规范管理与实践应用

森林资源资产评估的规范管理是确保评估工作公正、客观、科学的重要保障。根据《森林资源资产评估管理暂行规定》,国有森林资源资产评估项目实行核准制和备案制。东北、内蒙古核心国有林区的森林资源资产评估项目实行核准制,由国务院林业主管部门核准或授权核准。其他地区涉及国家核心公益林的,也实行核准制。非国有森林资源资产评估项目涉及国家核心公益林的,同样实行核准制。这一分级分类的管理制度,既保证了核心生态区域森林资源资产评估的严肃性,也为一般区域的评估工作提供了灵活空间。

在实践应用层面,森林资源资产评估已在多个领域发挥重要作用。三明市通过开展全民所有自然资源资产清查,构建了“资源一本账、产权一张图、价值一体系”的森林资源资产核算体系,摸清全市全民所有自然资源经济价值约1827亿元。通过摸清森林资源数量、质量、价格和收益等数据,建立南方林区森林资源资产价格核算体系,实现经济价值的合理量化。该市累计制发林票7.3亿元,林业碳票实现全国首次跨区域销售。湖北康欣科技开发有限公司的林木资产及林地使用权资产评估案例也颇具代表性:评估对象总面积437,759.70亩,总蓄积约4,447,009.00立方米,采用收获现值法、木材市场价倒算法、经济林收益法和年金资本化法,评估结论为市场价值131,251.06万元。

The evaluation conclusion is a market value of 1312510600 yuan using the present value of harvest method, timber market price inversion algorithm, economic forest income method, and annual capital capitalization method.
