  森林资源资产本身具有与其它资产不同的特殊性,这就要求从事森林资源资产评估人员,不但要有从事一般资产评估业务素质,而且还必须具备丰富的林业专业知识,熟悉林业法律法规和相关的技术规程等方面素质。森林资源资产大部分处于山区,林种树种多样化,条件艰苦,资产清查工作量大、难度大,一般评估机构无法依靠自身的人力物力来完成。即使完成评估,也会导致评估结果不具有科学性、客观性,不能反映森林资源资产的实际价值,会给有关需求各方带来一定风险。

  因此,在评估过程中,除考虑一般评估因素外,还要针对森林资源资产的自身特点进行现场详尽调查,对当地林地经营权承包价格、林产品市场价格进行调查等等。因此,就要求森林资源资产评估人员不仅应具有一般资产评估理论知识和实践经验,还必须具有扎实的林业基础知识,熟悉林业生产经营过程,掌握林业的法律法规和方针政策,熟知当地林产品价格和林地承包价格。目前,这样全面的复合型的专业人才比较匮乏,也直接地影响了森林资源资产评估工作的开展和评估结果质量。

  (三)森林资源资产交易市场不健全

  我国林业改革与工业、农业等其他行政改革相对滞后,森林资源资产按照社会主义经济规律运作,可以说是刚刚起步。因而,造成了森林资源资产交易市场建立较晚,规模不大,交易量较少,运作不规范。同时,也带来了森林资源资产评估滞后,也容易给银行、保险等金融部门开展林权抵押贷款、林业保险业务带来风险,给林农利益带来伤害,给国有森林资源资产造成不应有的流失,也给涉林司法诉讼带来困难。

  一是理论研究落后于实践。森林资源资产评估是一门科学,是一种专门行业。但目前对森林资源资产评估的产生和发展,地位与作用,专业基础知识等研究不够,缺乏用先进的理论指导实践。二是行政立法处于空白状态。从全国到地方,没有一部完整的关于森林资源资产评估的行政法规,缺少行业标准和技术规程。虽然各地出台了一些红头文件,对森林资源资产评估起到了一定的规范作用,但还没有走上法制化管理的轨道。上述问题的存在,制约了森林资源资产评估事业的健康发展,应该采取有效的对策和措施,认真加以解决。
